How to get a NCAR Part-66 Aircraft Maintenance License?

NCAR Part-66 Aircraft Maintenance License comprises of two phases; the Basic NCAR Part-66 Aircraft Maintenance License and Aircraft Type Rating Endorsement in the Basic License.

PHASE 1: Basic NCAR Part-66 Aircraft Maintenance License (AML)

An applicant must the following minimum criteria in order to receive the Basic NCAR Part-66 Aircraft Maintenance License:

A. Basic Knowledge (NCAR.66.25)

An applicant for an aircraft maintenance licence must demonstrate a level of knowledge through examination. This examination tests knowledge in the appropriate subject modules in accordance with Appendix I of NCAR Part-66. Same applies for addition of a category or subcategory in an existing licence. For this purpose, CAA Nepal conducts examination of applicant. Approved Training Organization may also conduct the examination. In order to conduct such examination, an Approved Training Organization must fulfill the requirements of NCAR Part 147.

B. Basic Experience

a. Further to demonstrating adequate knowledge, the applicant must acquire minimum experience to hold an AML. NCAR.66.30 covers the experience requirement of an applicant for AML. Experience requirement differs with the different category under which the license is sought. Table below presents an overview of experience requirements.

Three years of practical maintenance experience on operating aircraft, if the applicant has no previous relevant technical training; orFive years of practical maintenance experience on operating aircraft if the applicant has no previous relevant technical training; orThree years of experience exercising category B1.1, B1.3 or B2 privileges on large aircraft or as support staff according to NCAR 145.A.35, or, a combination of both; orThree years of experience exercising category B1 or B.2 privileges on other than large aircraft or as support staff according to NCAR 145.A.35, or a combination of both;
Two years of practical maintenance experience on operating aircraft and completion of training considered relevant by the CAA Nepal as a skilled worker, in a technical trade; orThree years of practical maintenance experience on operating aircraft and completion of training considered relevant by the CAA Nepal as a skilled worker, in a technical trade; orFive years of experience exercising category B1.2 or B1.4 privileges on large aircraft or as support staff according to NCAR145.A.35, or a combination of both;-
One year of practical maintenance experience on operating aircraft and completion of a basic training course approved in accordance with NCAR Part-147. Two years of practical maintenance experience on operating aircraft and completion of a basic training course approved in accordance with NCAR Part-147. For category C obtained through the academic route: an applicant holding an academic degree in a technical discipline, from a university or other higher educational institution recognised by the CAA Nepal, three years of experience working in a civil aircraft maintenance environment on a representative selection of tasks directly associated with aircraft maintenance including six months of observation of base maintenance tasks.

b. The applicant may seek extension of AML, provided that he/she meets maintenance experience requirement appropriate to the additional category or subcategory of license applied for as defined in Appendix IV of NCAR Part 66.

c. Applicant must have hands-on experience of representative maintenance tasks of the aircraft.

d. For basic AML, applicant must possess minimum one year recent experience in the aircraft of the above category.  For subsequent category/subcategory additions to an existing AML, the additional recent maintenance experience required may be less than one year but shall be at least three months.

e. CAAN may accept experience gained in non civil maintenance environment. However, applicant must have additional experience of civil aircraft maintenance. This is required to ensure that applicant understands civil aircraft maintenance environment.

f. Applicant must meet experience requirement within immediate past 10 years in applicable category.

Applicants who meet the mentioned criteria are provided with Basic NCAR Part-66 Aircraft Maintenance License.

PHASE 2 : Aircraft Type Rating Endorsement in NCAR Part-66 Aircraft Maintenance License

After completion of Phase 1, an applicant only possess the basic aircraft maintenance license. However, for purpose of exercising the privilege of the license on a particular aircraft type, the applicant must possess Aircraft Type Rating Endorsement on the basic AML. 

Applicant must submit the following documents for receiving the Type Rating.

Applicants meeting requirements as presented above are awarded the Aircraft Type Rating Endorsement in their Basic License after duly completing the administrative processes.
